Required operational settings

• EVOSPIKENET_ALLOW_STUBS is CI-only. When EVOSPIKENET_ENV/ENV is prod|production|staging, setting it to 1 fails closed at startup.
• VIDEO_ANALYSIS_FAIL_CLOSED defaults to strict in production/staging. Validate real backend dependencies and model placement in advance.
• EVOSPIKENET_PTP_DEVICE selects the PTP hardware clock. If missing, time sync falls back to NTP, so high-precision ops require device provisioning.
• EVOSPIKENET_ALLOW_ROS_STUBS is allowed only for dev/CI. Production/staging fails closed.
